House adopts resolution honoring 2025 public charter and complex-area teachers

Representative Justin Keeler moved to adopt the resolution, and Representative Woodson seconded. After members offered remarks honoring recipients from across the state, the measure was approved by voice vote.
The resolution cites the work of educators who have demonstrated “personal achievement, leadership, and innovative instruction.” Representative Keeler introduced the resolution and highlighted Robin Barrows as the 2025 Hawaii Public Charter School Teacher of the Year, noting Barrows’s roles including yearbook coordinator, faculty representative for HSTA, volleyball club advisor and member of her school leadership team. Other members recognized complex-area Teachers of the Year, including Tinel Clark (Leeward Nanakuli–Waianae complex), Leah Groker (Keaau–Pahoa complex), Carla Viviana Martinez (Honoka`a–Kealakehe–Kohala–Konawaena complex), and Jesse O'Neil Prest (Maui complex); members described their classroom work, community engagement and program initiatives.
Several representatives used floor time to describe projects and achievements tied to the honorees, such as school gardens, career-day programs and multilingual-family engagement networks established by teachers. The chamber then recessed to allow members to meet and present certificates to the honorees.
Action taken: the resolution was moved, seconded and carried by voice vote. The clerk recorded the adoption and members recessed for the certificate presentation.
