Oxnard staff recommends $6.0 million Onyx Paving contract for Phase 1 neighborhood resurfacing

Flynn outlined funding and appropriation changes for the project. She said budget appropriations totaling $1,215,946 are proposed, consisting of $127,968 from the water operating fund, $87,978 from the wastewater operating fund and $1,000,000 from Tax Allocation Bond (TAB) proceeds fund balances; staff said TAB proceeds will be used only for work in the Southwinds project area because TAB funds are restricted to specific areas and may have expiration dates. Staff also recommended unappropriating $158,998 from the Road Maintenance and Rehabilitation Account to offset a pro rata CalRecycle grant award for the project; Flynn told the council the CalRecycle Rubberized Pavement Program grant award was approved earlier and will offset that amount.
Flynn said the Phase 1 selection was advanced because La Colonia Phase 3 — previously the next scheduled neighborhood project — is delayed by right-of-way disagreements with seven property owners. She said staff moved forward with the Phase 1 neighborhoods so other projects would not be delayed.
