Gilliam County holds first reading of weed-control special assessment ordinance; second reading set for April 2

The Gilliam County Court performed the first reading by title of Ordinance 2025-01, which would establish the county’s fiscal year 2025–26 weed-control special assessment, and scheduled a second reading and public hearing for April 2, 2025.
The court opened a public hearing for the ordinance but received no public testimony. During briefing, commissioners asked about the long-standing 7-cent-per-acre assessment and whether the county board could raise the rate; staff confirmed the rate was set long ago and that the county board sets the assessment. Staff also noted the program historically collects roughly $47,000 in assessment revenue and that additional program costs have been covered by other county resources.
Commissioner Watkins moved to have the judge perform the first reading by title only; Commissioner Wilkins seconded. The court then voted to accept the first reading and scheduled a second reading/public hearing for April 2, 2025. Both motions carried unanimously.
The first reading was procedural; the second reading will be the opportunity for additional public comment and for the court to adopt or modify the assessment ordinance.
No substantive changes to rates were proposed at the March 19 meeting; the second hearing will be the next step in the ordinance-adoption process.
