Aurora Water staff gave an overview of the Colorado River Basin, the law of the river, and the risks posed by warming and long-term hydrologic declines.
Alex (presenter) briefed the committee on basin scale and governance: the Colorado River system serves roughly 40 million people, provides water for agriculture and municipalities across seven basin states and Mexico, and is governed by a complex “law of the river” that includes interstate compacts, federal statutes, U.S.–Mexico agreements and various operating guidelines. Staff noted two major federal reservoirs—Lake Powell (upper basin) and Lake Mead (lower basin)—and explained that the 2007 interim operating guidelines for those reservoirs expire at the end of 2026.
Staff emphasized that the compact allocates 7.5 million acre-feet to the lower basin and 7.5 million-acre-feet to the upper basin (plus an obligation to Mexico) and discussed how over-allocation and multi‑decadal declines in average basin flows complicate compliance. Alex summarized the range of actors involved (upper- and lower-basin state commissioners, Bureau of Reclamation, tribes, Mexico, NGOs) and summarized Colorado’s approach to compact negotiations and engagement. Staff said Aurora receives a share of its supply from the Colorado River system and that basin-level outcomes matter to Aurora’s long-term planning.
Committee members discussed concerns about reservoir drawdown, differing philosophies on reservoir use between upper- and lower-basin stakeholders, and the mechanics and legal complexity of compact compliance (including the lack of a simple enforcement mechanism analogous to a stream “call” in intrastate water administration). Staff said the upper-basin 10‑year rolling average compliance metric means Aurora will not be automatically out of compliance in 2027, but long-run hydrologic trends and reservoir storage declines are a policy and operational concern.
Staff offered to return with a part two that would cover more detailed implications for Aurora’s portfolio and possible policy responses.
