Pro Tem Jones described the main edits as clarifying which projects the development authority may undertake: "the main changes on line 15, I instead of saying undertake any projects or grant, it says, in connection with the property tax incentive project," Jones said, explaining the revision leaves room for the authority to pursue other projects in North Fulton that might not include a tax-incentive abatement. Jones also said the effective date language was changed from "upon approval of the governor" to "01/01/2026" to allow time for transition.
Dr. Eloisa Clementich, president and CEO of Invest Atlanta, urged the committee to consider expanding the measurebeyond north Fulton to include the entire county so "every city have the opportunity to have a say at the table." Representative Dawson said she supported the changes and indicated she might sponsor a broader proposal in the future, saying, "I think it's good. I think it settles everything that we need."
Pro Tem Jones said he declined to add a provision requested by one speaker that would explicitly state a future city council could rescind a prior city's decision to opt out, noting a local council expressed that such rescission rights are already established practice and current law.
