Mayor Pro Tem Middleton announced the motion to authorize the purchase and the chamber then voted to approve the contract at a special suspension of rules so the work could be carried out during the council’s summer recess. Mayor Pro Tem Middleton stated the authorization was “to execute a purchase contract with Context Systems Inc. ... in an amount not to exceed $353,679.59.”
Council members voiced no recorded opposition during the work session and the motion carried by voice vote. Council acted after suspending the rules to allow a vote during the work session rather than waiting for the regular meeting calendar.
City staff said the overhaul is needed to upgrade the council chambers’ broadcast systems and that approving the contract during the recess window would allow the work to be scheduled and completed while the council is out of session. The council did not attach conditions to the authorization during the vote recorded at the March 20 meeting.
The council also voted during the session to approve an item — read by the city attorney — to go into closed session at the end of the published agenda pursuant to North Carolina law for an employee‑personnel matter; that closed session was scheduled to occur after the open‑meeting agenda items concluded.
