Yolo County Housing Authority adopts 2025–2029 strategic plan to guide goals, reporting and annual review

The Yolo County Housing Authority adopted a 2025–2029 strategic plan on March 19 that lays out three pillars—people, housing and administration—with associated goals, objectives and tactics. The commission approved the document by unanimous vote.

Ian Evans, executive director, reviewed the strategic plan’s structure and outreach the agency conducted to draft goals, including presentations to city councils, the county board of supervisors and the Executive Commission on Homelessness. He said the plan represents all major programs and jurisdictions the authority serves and that staff propose an annual January review of objectives and tactics, with quarterly internal tracking using Smartsheet.

Evans described priority areas staff heard at outreach meetings: potential transitions to year‑round migrant centers in light of recent legislation; partnerships to support HCV homeownership and down‑payment assistance; navigator and lease‑up assistance partnerships with cities and community health/CalAIM providers; and workforce or missing‑middle housing collaborations with local school districts. He said staff will post the approved plan on the authority website and in office lobbies in English, Spanish and Russian, and will return each January with recommended changes to objectives and tactics tied to budget cycles.

Commissioners approved the plan in a single motion; staff indicated the plan’s last pages include tactical tracking sheets and that they will return annually for objective/tactic updates and during mid‑year or annual budget processes for integration with budgeting.

The motion to adopt the strategic plan passed unanimously on roll call.
