The Yolo County Housing Authority on March 19 adopted a resolution declaring a vacant parcel in Woodland (the former soccer field south of Lehman Avenue) exempt surplus under the California Surplus Land Act and authorized the executive director to execute a ground lease with the project developer to advance a proposed 73‑unit affordable housing project.
Ian Evans, executive director, said the action is a required documentation step to secure a letter from the California Department of Housing and Community Development (HCD) that would strengthen the authority’s Affordable Housing and Sustainable Communities (AHSC / ASEC) application to be submitted in May. He said surplus designation and letter timing could provide the project an additional competitiveness point in AHSC scoring.
Evans described the site’s location near Pacific Coast Producers and the Yolo County Housing campus in Woodland and said the project as currently proposed would include 73 units plus one manager unit, with 72 affordable units: 36 replacement public housing units (targeted at 50% of area median income) and 36 tax‑credit units targeted at roughly 60–80% of area median income. The redevelopment is tied to a larger Choice Neighborhoods planning and public housing repositioning effort that began after HUD approval in 2017, he said.
Evans also said the AHSC application would seek funds for housing and for complementary transportation and active‑transportation improvements in partnership with Yolo County Transportation District and the City of Woodland; if funded, the application would provide capital to purchase three electric buses for routes 42A and 42B and would fund bike‑lane and sidewalk improvements.
Staff said the authority held multiple community meetings and a town hall attended by about 30–35 people. Evans noted the project’s working name is “Tupelo LP” but said staff had received feedback and may change the project name before final approvals.
The commission voted unanimously to adopt the surplus designation resolution and then moved to authorize the executive director to sign the ground lease when final. The roll calls recorded all commissioners voting in favor for both actions.
