CDSS seeks staffing, contract funds to implement four new licensing laws including pool safety and camp rules

Claire Ramsey, Chief Deputy Director for the Department of Social Services, presented four staffing and contract requests tied to legislation passed last year and asked the committee to approve positions and limited-term contract funding to implement the new requirements.
Ramsey said the Community Care Licensing Division requests three positions to support AB 2866, which adds pool-safety equipment and regulatory updates for childcare settings that include in-ground pools. The department also requested five positions tied to AB 2317 for anaphylaxis policy development and training; four positions and $1 million in contracts to support AB 262 work on children’s camp regulation and a required report with stakeholder consultation; and three positions for SB 1406 to support expanded resident rights in adult and senior residential facilities and an anticipated 5 percent increase in citations and complaints each fiscal year as implementation begins.
Analyst and finance response
Angela Short with the Legislative Analyst’s Office said the requests implement legislation enacted by the Legislature and, on preliminary review, the LAO had no concerns to raise. The Department of Finance offered no comment during the hearing but said it would answer questions as needed.
Public and committee context
Senator committee members thanked CDSS for progress on Guardian background checks and asked CDSS about support for facilities impacted by the LA fires; CDSS staff described waivers, executive-order flexibilities, and in‑person outreach at disaster recovery centers to help impacted childcare and care facilities resume operations.
