Senator Luis Daniel Fernandez said the resolution recognizes increased access to gambling through online platforms and potential casino expansion, and calls attention to populations at risk including young people and older adults. Fernandez noted state measures tying a portion of gaming revenues to addiction services, saying “1% of those revenues goes towards gambling addiction services,” and referred to a one-house proposal to increase that share to 2 percent to provide more resources for treatment and prevention.
Senator Gustavo Rivera Adabo (floor comments) said illegal online gambling has become more accessible and sometimes targeted to minors, and argued that regulating gaming in New York would make operations safer for residents and improve the state's ability to identify and help people at risk of addiction. He thanked operators and treatment organizations named on the floor, including the New York Council on Problem Gambling and the SAFE Foundation.
The resolution was adopted on March 18.
