Connecticut advances enterprise data-sharing work; secure enclave and P20 WIN cited in disconnected-youth study

Connecticut officials reported March 20 that they are developing an enterprise approach to interagency data sharing, including a secure data enclave, and cited a recent disconnected-youth report that integrated data from 10 state agencies.
Scott Collin, chief data officer and chair of the Connecticut Data Analysis Technology Advisory Board, said the state is working toward a secure data enclave to manage interagency data more securely and enable analyses that link records across agencies.
Collin and Rachel Leventhal Weiner noted the state is applying lessons from P20 WIN, the state’s longitudinal data system, which already integrates data across multiple agencies. Collin said one practical aim is to treat the system more as a service to agencies rather than as standalone software, using P20 WIN governance and procedures as a template for broader enterprise sharing.
The board highlighted a disconnected-youth report released with support from the Dalio Foundation and Boston Consulting Group; Collin said that report drew on data from 10 different agencies and demonstrated how integrated data can produce policy insights when privacy and security guardrails are in place.
Officials said they expect to have more to report on the secure enclave and enterprise sharing work at the board’s June meeting.
