The Puerto Rico House approved Concurrent Resolution 31 on March 20 ordering the Department of Housing to transfer ownership at a nominal price of one dollar of parcel 106 and the structure located in the Villa del Mar community (barrio Playa) in Santa Isabel to the residents’ group "Voluntarios Preocupados por la Educación, Inc."
Representative Rodríguez Aguiló, who sponsored and presented the resolution, said the volunteer organization has operated the community library for more than 20 years and that residents and local officials—including the municipal mayor and co‑sponsoring representatives—support formalizing ownership so the group can manage programs and maintain the facility.
Rodríguez Aguiló thanked the House Housing and Urban Development Committee chair for attention to the measure and noted the bill had been worked on since a prior legislative term. He said the transfer would provide the organization with legal title and security to continue educational programming.
The chamber approved the resolution as amended; the measure received a recorded vote later in the final calendar (see votes-at-a-glance). Sponsors said the action is meant to preserve a long‑running community program and enable continued local stewardship of the library property.
