The board opened by approving the meeting agenda and a consent agenda that included minutes from the March 13 meeting and accounts payable totaling $204,436.09, with hand checks of $3,834, a utilities disbursement of $11,038.66, credit-card payments of $28,280.80, a security wire of $4,674 and an abated tax of $186.84.
The board adopted Resolution 032025 to approve conditional-use permit CUP24-09 for a proposed quarry. Tim Hamilton, planning and zoning director, told commissioners he had met with the parties and said "this amendment has been set on by all parties," describing a last-minute change to the map attached to the resolution that all involved had initialed and signed. Commissioners voiced general satisfaction with the negotiation and there was no recorded opposition before the voice vote that approved the resolution.
The board also approved Resolution 032025A to install stop signs at the intersection of Hawk Road and 1800 Avenue at the request of New Bern Township. Commissioners and staff said the township requested the signage to slow increasing traffic on Hawk Road and that stop-ahead signs will be installed as well to acclimate drivers. County staff said the township pays for the signs; staff estimated about $110 per stop sign and explained there is an additional labor/truck charge for installation.
Finally, commissioners voted to adopt the Dickinson County Solid Waste Management Plan, an annual review required by the Kansas Department of Health and Environment. County staff said the plan reflects existing vendors and tonnage reports and that there were no substantive changes from the prior year.
No formal roll-call tallies were recorded in the public transcript; each vote was taken by voice and announced as carried.
The board adjourned following a motion to adjourn that passed by voice vote.
