Board reviews draft on advisory committees; members debate wording, timeline for final vote

Dr. Steve Bridal, district staff, presented color‑coded draft revisions that clarify committee charge statements, goals, deliverables, timelines, FOIA obligations, length of service and the superintendent's designation of a district administrator as committee chair. The draft adds a limit of three board members on committees and states that committees can be ended only by board action. It also clarifies that staff claims are approved by the superintendent and do not require separate board approval.
Board members raised concerns about the draft language and the committee title. Catherine Smith, board member, said she found the phrase "advisory committee to the board" potentially misleading and urged clearer definitions about whether committees are standing, ad hoc or task forces. "I just I just think it's a little misleading to say an advisory committee to the board when it's actually a board committee," Smith said during the discussion.
Several board members said they wanted additional clarity and suggested the policy committee incorporate board feedback before returning a final draft. Board members discussed whether the posted draft would constitute a first reading and whether the board would vote at the next meeting. Board members agreed the draft would be posted on the board policy page the following day for public feedback and that the committee would consider written input and bring a revised draft back to the board prior to a vote.
Dr. Bridal said the committee did not reach agreement on whether committees should automatically sunset and asked the board to provide direction in a charge statement. Several board members encouraged colleagues to submit individual questions to district staff so the policy committee could collate them.
Timing and public input: The draft will be posted as a public draft on the board policy page; Dr. Bridal said the draft would go up the next day and include contact information for feedback and notice of the committee meeting on April 2. Several board members requested more time to refine the definitions so the board could be prepared to act in subsequent meetings.
