Public Works staff explained the work follows a Railstar Engineering inspection recommending pile repairs and that permitting will include a Joint Aquatic Resource Permit Application (JARPA) and submittals to agencies including federal and state resource regulators. Project permitting was described as potentially taking up to nine months; staff said that, depending on permit timing and contractor availability, construction was most likely to occur in summer 2026 to match seasonal fish-window requirements.
The council approved the consultant contract; staff noted the contract covers permitting and coordination rather than construction, and that the design package is substantially complete and will be used in permit submittals and later to solicit bids for the construction package. Councilmembers commended Public Works for work on prior visible repairs (for example, railing replacement) and supported moving the permitting forward to preserve the park’s water access.
The contract authorizes Landau Associates to prepare JARPA materials, coordinate with permitting agencies (including the U.S. Army Corps of Engineers where applicable), and support city staff through the permit review process.
