Chancellor's Office forms gender-equity work group, to report Title IX recommendations by December 2025

David O'Brien, Vice Chancellor for External Relations at the California Community Colleges Chancellor's Office, told the subcommittee that the Chancellor's Office has convened a gender-equity work group to respond to Assembly direction and to deliver recommendations on preventing and responding to discrimination and harassment on campuses.
O'Brien said the work group includes Board of Governors members, district CEOs, trustees, faculty, Title IX coordinators and students. The group's recommendations will be forwarded to the Board of Governors and then to the Legislature, with a statutory reporting deadline of December 2025.
O'Brien stressed that, in California, state law protections (for example, protections for pregnant and parenting students and for certain gender identity protections under state law) remain in force even as federal Title IX regulatory requirements evolve. He also said the Chancellor's Office is considering whether to recommend a centralized civil-rights unit or a designated Title IX coordinator at the Chancellor's Office to provide additional system-level support, and that recommendations may include Board of Governors Title 5 regulation or statutory changes and any needed budget resources.
Committee members supported the work group's work and urged the Chancellor's Office to consider the potential implications of expanding student housing on Title IX response needs. The subcommittee asked for a substantive follow-up based on the work group's recommendations.
