Chancellor's Office work group to recommend Title IX and civil‑rights changes for community colleges

David O'Brien, Vice Chancellor for External Relations at the California Community Colleges Chancellor's Office, briefed the subcommittee on Title IX and related civil rights work.
O'Brien said the system established a gender equity work group pursuant to Assembly Bill 2048 to produce recommendations on policy, Title 5 regulations, and potential statutory changes to strengthen prevention, detection and response to discrimination and sexual harassment. He noted community colleges differ from the other higher education systems because Title IX investigatory responsibilities are primarily at the campus and district level rather than at the system office.
O'Brien said the work group includes board members, district CEOs, trustees, faculty, Title IX coordinators and students and is expected to produce recommendations to the Board of Governors and the Legislature. "It is our expectation that the report will have been issued by then," he said, referring to the statutory December 2025 deadline for the report to the Legislature. O'Brien also said the Chancellor's Office is considering whether to propose a centralized civil rights office at the Chancellor's Office that could include a Title IX coordinator, tribal/Native American liaison, and DEIA coordination.
Members welcomed the work group and several asked the Chancellor's Office to consider a centralized civil‑rights capacity given expected growth in on‑campus student housing and other system changes. The subcommittee held the item open.
