City says pool bond funding secured; staff working on title and solar upgrades before bids

City Manager Ron Strand told the council on March 13 that the city has secured pool bond funding and is preparing to move the pool replacement project toward bidding.
Strand said the pool bond funds are currently in a managed, interest-bearing account and that staff will hold the funds until they are needed for construction. He said the city will hold a call with the developer to prepare bid documents and that staff obtained a title report required for bid work.
Strand also said staff are working to resolve a Title 24 solar issue and that the city is exploring whether updating the existing municipal solar field could offset some pool operating costs; because the current solar array is about 16 years old the city is evaluating options to improve efficiency and reduce city facility energy costs while using available project funds.
Strand said the city hopes to issue the pool project for bid as soon as these remaining technical and title items are resolved, and acknowledged that public projects often require additional administrative steps in the late stages of project development.
