The Escondido City Council unanimously appointed three community members to the Measure I Citizens Oversight Committee and administered the oath of office to each candidate at the meeting.
Council confirmed Carol Rogers for the business seat, Sabrina Covington for the at-large seat and Carl Edward Trujillo as the alternate. Staff briefed the council on the committee's composition: five total members, including representatives from the Escondido Police Officers Association, Escondido Firefighter Association and San Diego County Taxpayer Association, and three council-appointed seats (business, at-large and an alternate). Staff said terms are two years and this committee is the only commission the city has with term limits.
Council members praised the applicant pool as highly qualified. The staff explained the committee's duties include providing an annual audit of revenue collected and reporting to the council within 90 days of each fiscal year; the city manager designates administrative support and the committee will operate under Brown Act requirements. The council's vote was 5-0; mayor or staff then administered the oaths and the three appointees were sworn in at the meeting.
Council also noted a boards and commissions subcommittee (Mayor White and Council member Christian Garcia) would meet March 31 to consider guidance the council might provide to the oversight committee, with recommendations to return to the full council in early May.
