The El Mirage Common Council voted unanimously Tuesday to approve a wired telecommunications license and right-of-way use agreement with Summit Infrastructure Group, allowing the company to install, operate, maintain and repair fiber-optic cable in the city right of way.
The agreement, approved during the March 18 council meeting, covers a proposed route that the company described as generally running along Peoria Avenue from Dysart Road to El Mirage Road and continuing on El Mirage Road toward Northern Parkway. City staff and the company said the next step would be civil engineering to finalize pole placements and the side of the street where equipment would be installed.
A representative for Summit Infrastructure Group told the council the company was founded in 2013 in Virginia and has since expanded into other states; it holds licenses to operate in parts of the Phoenix area, including Mesa, Chandler and Phoenix. The company said it intends to offer services to a range of customers — enterprises, school systems and business customers — and described itself as “customer agnostic,” noting that data centers were a possible customer type but not likely within El Mirage specifically.
Council Member Norton McDaniel asked whether the Peoria Avenue route was the corridor the company intended to use; the company representative replied that Peoria Avenue was one of the proposed routes and that the final side-of-road placement would be determined during the engineering phase. Vice Mayor Parsons moved to approve the agreement; Council Member Dorsey seconded. The council approved the item by voice vote; all members present voted in favor.
The agreement grants Summit Infrastructure Group a license to occupy the public right of way under the terms presented to the council; the company said it will return with final engineering plans before beginning construction. The council did not specify construction start dates or any franchise or user-fee details during the meeting.
