Tracy City Council appoints two residents to Measure V oversight panel after public interviews

The Tracy City Council on March 18 interviewed six applicants and voted to appoint Mohammed Ebrahimi and Gerald Jeffs to two open seats on the Measure V Residents Oversight Committee, the panel that reviews the city—s Measure V revenues and audits.
Council members conducted a public interview process after staff said the recruitment opened Jan. 29, 2025 and closed Feb. 20, 2025. Seven applications were received; one applicant was not eligible because they did not live inside city limits. The council agreed on a question set and a time allocation for interviews before proceeding.
The committee appointments are two-year terms that begin on appointment and run through Feb. 28, 2027, city staff said. Following interviews, council members made informal recommendations and then voted to confirm two appointees proposed to the council. The motion to appoint Mohammed Ebrahimi and Gerald Jeffs passed on a roll-call vote with Council Members Evans, Nygaard, Bedoya, Mayor Pro Tem Abercrombie and Mayor Areola recorded as voting yes.
Council also adopted an eligibility list to fill future vacancies that may arise in the next 12 months. By motion and subsequent roll-call, the council placed Neha (spelled variously in the record) Jabbar first on the eligibility list, Emetrius (appeared in the record as —5ydney—6/ —Sydney—6) second and Mr. Huffman third; the council said an eligibility list must be created in a specific order and voted to establish that order.
Acting City Clerk Nesse Lopez described the selection process in staff comments at the start of the item, noting the city—s appointment policy requires a full council in open session to review applications, interview applicants and make informal recommendations for the mayor to consider. Lopez told the council the mayor ultimately proposes appointees for City Council approval and that if an appointee is not approved the mayor may propose alternates or reopen recruitment.
Mayor Dan Areola declared a legal conflict under the Levine Act and recused himself from making appointments; Mayor Pro Tem Abercrombie presided over the item. Interim City Attorney Andrew Shen advised that the mayor pro tem would exercise the mayor—s duties for the item.
Council members praised the applicants— qualifications during their deliberations and said they appreciated strong applicants who expressed interest in spending time reviewing budgets and audits. Several council members asked that applicants willing to serve but not selected be included on the eligibility list for future consideration.
The Measure V Residents Oversight Committee reviews Measure V revenues and provides recommendations to City Council concerning use of those funds; the committee does not itself make binding budget decisions, staff said.
