The Board of Water Resources amended its prior commitment to Twin Creeks Special Service District for Lindsey Bennett Dam outlet replacement and approved an additional $256,000 in dam‑safety grant funds, bringing the board’s potential contribution to 80% of project cost up to $744,000.
Ethan (division staff) explained that earlier committal occurred in August and that final design comments from dam safety and water‑rights review had not been complete at that time. As the outlet reconstruction proceeded, the project encountered greater dewatering and material challenges than anticipated, raising the total project cost to about $930,000. Twin Creeks representative Max Covey said crews encountered additional subsurface water and some materials that increased costs but that construction is roughly 90% complete and dam safety has allowed an initial filling of the reservoir.
A motion to amend the contract and commit the additional $256,000 passed by unanimous voice vote. Board members thanked the applicant and staff for completing work and noted the project’s importance for both culinary and secondary water storage in their area.
