The Midway City Council approved its consent agenda on March 18, confirming several committee appointments, updating meeting times and denying two older land‑use applications for failure to pursue required steps under a sunset provision in city code.
The council’s consent agenda included appointment of Stephanie Sabitar as a full member of the Midway City Open Space Advisory Committee and Angie Richardson as a full member of the Midway City Parks, Trails and Trees Advisory Committee, promotion of Camby Hardy to the Midway Historic Preservation Committee, and approval of Ordinance 2025‑O‑9 amending the time and place of the council’s regular meetings.
Land‑use denials
The agenda also included denials of two applications: a cottage‑industry business license and conditional‑use permit application submitted by Bridal Haslam for 295 West Killowind Drive, and a conditional‑use permit application by Wayne Gordon for the former Daybell Garage at 298 South Center Street. Staff told the council both applications had not been pursued onto a planning commission or council agenda within the six‑month window required by the city’s sunset provision for applications; the council approved denying them. Staff noted one of the applications would not meet current cottage‑industry code if refiled and that applicants may reapply but must meet current code requirements.
Votes and procedure
A motion to approve the consent agenda passed on a voice vote with councilmembers recorded as “aye” by chair roll call: JC (aye), Lisa (aye), Kevin (aye), Jeff (aye) and Craig (aye). Staff clarified the denials resulted from a 2023 code change that created a sunset timeline for inactive applications; the policy aims to keep approvals aligned with current zoning and code requirements.
Ending
Councilmembers welcomed the newly appointed committee members and asked staff to notify applicants about reapplication procedures and applicable code changes.
