County discusses airport layout plans, coordination with Dutch John and aeronautics, and Manila property adjustment

Daggett County commissioners and staff discussed multiple airport-related items, including updates to airport layout plans (ALP), coordination with Dutch John planning, nighttime flight preparation, and a proposed property adjustment at the Manila airport.
Staff said they are working on an interlocal agreement (ILA) and need to complete lighting and other preparations before scheduling a nighttime flight. County staff also said maintenance schedules for airport projects have become unclear and suggested convening the airport group to review which projects are scheduled or deferred for the year.
On the Manila airport, staff described a proposed change to the ALP to remove a county road-shed area from being designated as port property because the existing shed sits on property that is partly county and partly port-owned. The ALP discussion included moving the airport's reference circle (the area around the wind sock and flag) to align the layout plan with actual site uses.
Staff also urged closer coordination with Dutch John, which has an overlay and moratorium around airport-area planning. Staff said Dutch John must align its zoning and planning overlay with the county's airport layout plan to avoid conflicts as the county is the airport owner-operator and the RDA owns some surrounding property. Christian (state aeronautics) and Jesse (county staff) were referenced in conversation about coordinating the ALP and planning overlay. Commissioners asked staff to re-engage with Dutch John officials and aeronautics staff so the county and RDA have a consistent voice in planning decisions affecting airport operations.
