County staff explained the line linked to an earlier UDOT grant for a bike path. Because additional federal funds (including a joint-highways allocation and USDA funds) may be directed to the project and because UDOT had requested to manage the work, UDOT had initially asked the county to return the funds so UDOT could administer the project. County staff said follow-up conversations with UDOT raised uncertainty about whether the federal joint-highways funds would be available, and UDOT advised the county not to return the money if those federal funds remain uncertain. Staff recommended removing the UDOT line from the invoice register pending resolution of the federal funding question.
County Treasurer/finance staff presented the invoice register dated 03/14/2025, showing a total of $1,001,102.02 before the amendment. Removing the $945,428.92 UDOT line produced the revised total presented to the commission, $55,673.10; the commission then approved the amended register.
Commissioners directed staff to amend the invoice documents to reflect the removal and to keep the county informed as UDOT and federal partners clarify funding management for the bike-path project.
