Daggett County awards welcome-sign contract to Altering Substances LLC for $34,931.18

The Daggett County Commission voted to award the contract to fabricate county welcome signs to Altering Substances LLC for $34,931.18.

Commissioners and staff reviewed two bids for the project and identified an arithmetic error in one bidder's unit pricing. Jesse (staff member) and county staff verified that the apparent miscalculation did not reflect the bidder's intended total, and confirmed materials and design between bidders before recommending acceptance of the lower corrected bid. "Jesse verified the material that's the same between the two lists," a county official said during the discussion.

Officials said the procurement included a 75% weighting for cost and 25% for design. Staff told commissioners they did not find significant design differences that would justify selecting the higher-priced bid. Commissioners also discussed lettering and material choices; staff described the preferred lettering as plain rather than the more ornamental option shown in one proposal, and noted the sign letters would be raised, three-dimensional metal elements. During the review staff discussed using roughly half-inch-thick rusting steel for the lettering because many of the signs will have content on both sides.

The motion to award the bid, with the bidder's corrected unit prices, carried. Staff confirmed the county will return the bid surety for the unsuccessful bidder and retain the successful bidder's surety through project completion.

The commission asked staff to pass the award notice to the contractor and asked for a final contract number to track the project.

Altering Substances LLC (listed in the agenda materials and in discussion as the low bidder) will proceed with fabrication after the county completes the contract paperwork and the contractor provides corrected unit pricing as verified by county staff and counsel.
