Participants asked staff to address a set of technical and policy topics in a future study session: current and projected electrical capacity for Silicon Valley Power and local substations; plans for transmission, distribution and substation upgrades; options and feasibility of on‑site renewables, battery storage and demand‑response; whether the city can require or incentivize renewable energy or more efficient cooling and energy storage; emergency generator testing and the air‑quality risks of backup diesel generators; water use for cooling and alternatives; options for recycling and disposal of retired servers and battery systems; and the fiscal impact of infrastructure work paid by ratepayers versus developers.
Speakers noted numbers and claims on the record to be explored further by staff. Commissioners referenced a claim in the discussion that a large share of regional data‑center capacity is currently located in Santa Clara (a speaker said “well over 50%” during the meeting) and that a high percentage of Silicon Valley Power’s load is attributed to large commercial/industrial uses; staff were asked to verify and quantify those statements, and to identify what controls the city can lawfully impose given city charter and state law constraints.
Commissioners asked staff to invite a balanced set of presenters to the study session, including Silicon Valley Power, sustainability experts and private‑sector data‑center representatives, and to provide answers on technical limits (transmission/substation capacity), environmental consequences (emissions, noise and heat), water demand, community impacts and economic benefits (jobs, tax and business‑license revenue). Several commissioners suggested the city consider the option of a temporary moratorium to allow policy work if staff conclude more time is needed to analyze cumulative effects and infrastructure commitments; staff did not make a recommendation at the hearing.
The conversation also touched on enforcement and monitoring: whether staff can schedule periodic noise or emissions checks as an approval condition, how to verify noise‑mitigation materials, and whether the city can require non‑diesel emergency power or alternative backup technologies.
