City staff (Miss Clark) explained the current process mirrors state statute and AMCO procedures: renewals are routed through building, fire, finance, legal, planning and police for review, and the city has 60 days from notice to file a protest. The staff proposal would keep review in place but allow the city clerk/administration to administratively issue a "no protest" letter where there are no changes to the license.
Council discussion and safeguards Council members supported a streamlined process for truly routine renewals but asked that renewals still be visible to council so members can flag any issues. Staff suggested clerks’ reports or a twice‑yearly list of upcoming renewals (marijuana renewals occur annually in August; liquor renewals are on a two‑year cycle, with a protest deadline in January of the second year). Staff said any department that flags a concern would still bring a renewal to council for possible protest or conditional approval.
Next steps Staff proposed to draft code amendments that: (1) allow administrative issuance of non‑changing renewals after the standard interdepartmental review, and (2) provide a regular informational report to council listing upcoming renewals so councilors can request a review. Council indicated general support and staff said a formal ordinance to amend the code will be brought back for council review.
