Summary

The Gilroy City Council voted unanimously to approve two tentative subdivision maps from the Glen Loma Group that would subdivide remaining parcels in the Glen Loma Ranch specific plan area.
Staff said the applications would subdivide approximately 6.7 acres into 42 single‑family duet (attached) lots (TM 2402) and about 41.36 acres into 84 single‑family lots (TM 2403) across several neighborhoods in the project area. If developed as proposed, the maps would complete several planned trails and infrastructure improvements and dedicate a parcel for a fire station per the Glen Loma Ranch development agreement addendum.
Planning staff told council that the specific plan’s original EIR, certified in 2005, and a subsequent addendum adopted in October 2024 adequately addressed environmental impacts for the reduced project size, and that the city had completed a traffic analysis tied to the smaller unit count. Staff recommended the council find no additional environmental review was required beyond the EIR addendum and adopt resolutions approving both tentative maps subject to the draft findings, conditions and mitigation measures.
Councilors moved and seconded separate motions to (1) determine no independent CEQA review beyond EIR addendum No. 2 was necessary, and (2) adopt resolutions approving TM 2402 and TM 2403 subject to the findings and conditions in the staff report. Each motion passed on roll call votes in favor by all members present.
Staff said the approvals will allow the Glen Loma Group to proceed with engineering and later construction‑level submittals; the Olive Grove neighborhood parcel owned by the school district remains separate and its development is unknown at this time.
