The Encinitas City Council on March 19 approved an employment agreement for Jennifer Campbell as city manager. The vote carried unanimously with Deputy Mayor Lyons absent.
City Human Resources Director Jay Schwarm summarized the agreement in open session as required by the California Public Employees’ Retirement Law. The contract provides for benefits comparable to other unrepresented employees, includes a $20,000 annual deferred compensation payment, requires annual performance evaluations tied to council-approved goals and includes a nine-month severance provision if the council later terminates the agreement under specified terms. The contract also references adherence to the International City/County Management Association (ICMA) code of ethics.
