The Middleton City Council authorized a task order with Controls Engineers for up to $26,023 to migrate the city’s water and sewer alarm and notification software from the current platform (Win911) to the TopView platform.
Staff explained that SCADA (supervisory control and data acquisition) monitors wells, the treatment plant and lift stations; Win911 handles alarm notifications but staff said recent upgrades to that software had produced issues and user experience problems. Staff and the city’s controls engineer reviewed TopView; staff reported favorable experience and presentations from TopView and recommended making the migration at the time of license renewal.
Controls Engineers will perform the programming and systems migration. Staff said the cost was not a line-item in the current budget but there was capacity in professional engineering lines in both the water and sewer departments to cover the work. Council members moved and seconded the task order and approved the expenditure by voice vote.
