West Haven council approves consent agenda and committee appointments; tables community center fee change

Consent agenda: The council approved minutes of the March 5, 2025 meeting and three payment items: a CAP Construction invoice of $243,980.13 for the 5100 West utility improvement project and a Staker portion payment of $85,903.75 for Windsor Park Phase 1. A motion to approve consent agenda items a, b and c passed on a recorded roll-call vote; Council member Morse, Council member Saunders, Council member Dixon, Council member Swapp and Council member Kahl each voted "Aye." The mayor announced the motion carried.
Fee resolution tabled: Council considered Resolution 12-2025, amending the consolidated fee schedule to adjust user fees for the Barn community center and to add fees for additional garbage cans. Several council members said they wanted a public hearing before adopting the change. "I think it would be good to table it for now and just give that opportunity," one council member said. The council voted to table the resolution and set a public hearing at a later date; the council did not record a vote tally in the transcript beyond unanimous voice approval to table.
Appointments: Mayor Vander Wood submitted three appointments for council advice and consent. Linda Smith was approved to fill the remainder of a four-year Planning Commission term through Dec. 31, 2027; Bobby D. Evans was approved to a two-year Arts Council term through Dec. 31, 2026; and Terry Tibbets was approved to a three-year Historic Preservation Committee term through Dec. 31, 2027. Councilors expressed support for each nominee; votes were recorded by voice and the mayor said the motions carried.
