Middleton awards 2025 chip-seal contract to Winn & Company for roughly $296,462

The Middleton City Council authorized the mayor to execute a notice of award and enter into a contract with Winn and Company Inc. for an amount not to exceed $296,462.24 to construct the City of Middleton’s 2025 chip-seal project.

Public Works staff explained the project emphasizes chip sealing over seal coating this year in part because the city has on-hand chip material at the city shop. Staff recommended a larger chip-seal program to use that material and because chip sealing on certain higher-traffic roads provides a wearing course that extends pavement life. The list of proposed streets included smaller local roads using the city’s chip stockpile and some higher-traffic roads (including South Cemetery Road, Middleton Road just west of Ridley’s, and a section of Hartland Lane in West Highlands) that will receive a different, larger chip appropriate for heavier traffic.

Staff noted the city publicly bid the project and received a single bid from the firm that performed chip sealing for the city the prior year. Staff said the project is slightly above the budgeted seal-coat/chip-seal amount but believed it could be contained within the approved budget for the year. Council members moved and seconded the authorization; the motion passed by voice vote.

Council and staff discussed priorities for sections of South Middleton Road and nearby remedial patching to ensure chip sealing is effective where the roadway has not deteriorated beyond the point where chip sealing is appropriate.
