During discussion, councilmembers asked how the policy will work for applicants with small projects. Staff said the policy includes a separate simple-subdivision checklist and that applicants need only submit the checklist items relevant to the application type. Staff explained that some items must be submitted at multiple stages (for example, a preliminary drainage report and a finalized as-built drainage report at final plat) because the documents change as projects progress.
Councilmembers and staff also noted the checklist can be adjusted over time as the city and applicants work through real cases. A motion to adopt the subdivision submittal policy (identified in the packet as Resolution 2025-01) carried with the council’s recorded voice vote, and staff said the policy will be published for applicants to reference with the simple subdivision application form.
Staff pulled examples into the meeting packet to show how the simple-subdivision application will reference the policy checklist so applicants do not need to fill in long forms for minor splits.
