Selma recreation board withholds recommendation on five-year capital improvement plan, asks for basis-of-estimate

The Selma Recreation Advisory Board declined March 19 to make a recommendation on the town’s five-year capital improvement plan, citing the volume of material, limited review time and a lack of supporting basis-of-estimate documentation for cost figures.
Staff said the capital-improvement summary pulls together estimates and prior department priorities for items such as greenway trails, soccer fields, a splash pad and court repairs. Several board members said the document contains many summary estimates but lacks the underlying data (unit costs, quotes or contractor estimates) needed to evaluate priorities and fiscal impact. Members suggested staff provide a summary level “basis of estimate” worksheet and more detail about how departmental priorities were developed before the plan is sent to council.
A motion that the board not make a recommendation at this time passed on a voice vote. Staff and board members discussed scheduling a special meeting or returning the plan with more supporting information, and noted the capital plan will be revised annually as part of the budget process.
