Board members said the plan and an accompanying needs-assessment survey support the town’s application but asked for several clarifications before final publication, including: labeling that recommended items are not listed in priority order; clarifying that small/youth tennis courts be identified as such; removing gendered language in the cheerleading program description; and emphasizing the Harrison gymnasium’s role as a central recreational asset for indoor sports and community programs.
The survey presented to the board reflected responses from 35 people and was distributed through QR codes, social media, the town website and flyers at the elementary school. Staff said the survey will remain open and can be run as a rolling instrument, with the current data set to be used for the immediate Part F application. Board members said 35 responses is usable for the application but asked staff to provide the full response breakdown and to consider bracketing responses by date in future pulls.
Board members asked staff to correct inconsistent capitalization and punctuation throughout the draft and to make terminology consistent (for example, “senior center” capitalization and whether references to courts should specify “youth tennis court”). Staff agreed to make those edits. Several members also recommended adding language to the Richard B. Harrison Complex section that highlights the gymnasium’s role for basketball, pickleball, indoor soccer and summer programs.
A motion to approve the revised parks and recreation master plan and to recommend it to town council for inclusion in the Part F grant application passed on a voice vote. The board noted the plan is a living document and said it expects future edits and additional materials (such as a basis-of-estimate for capital items) to come forward during the grant and budget processes.
The board also asked staff to explicitly mark the master-plan recommendation list as “not listed in order of priority” so readers understand items are not prioritized within the document. Staff said the master plan will be used both as a comprehensive plan and to support facility-specific requests in the Part F application.
