Council interviews Eastern Summit County planning applicants, appoints two to commission

Summit County Council members interviewed a string of applicants for two open seats on the Eastern Summit County Planning Commission on March 19, then later that day approved appointments to fill both vacancies.

Applicants who addressed the council in a work-session interview included local residents who described long ties to the eastern portion of the county and said they were motivated by concerns about growth, housing affordability and protecting rural character. Candidates emphasized infrastructure and emergency-response issues tied to new subdivisions and gated communities in the eastern valleys.

Seth Bowen said he has lived in Coalville his entire life and described practical experience with land and infrastructure questions. "I like to be involved in a community, know what's going on, help make those educated decisions," Bowen said during his interview.

Bridget Hayes told the council she moved to Utah in 2011 and has been active in local open-space work. She said planning must “be deliberate. It's gotta be thoughtful,” and that preserving local culture and open space should guide decisions as growth pressure increases.

Council members pressed applicants on how they would balance property rights, firefighting and emergency access, and affordable housing needs. Several candidates said they had attended planning meetings, worked with community groups or completed local planning education programs and that they understood the time commitment required. Council members warned that commissioners may need to spend significant weekend hours reviewing packets and complex land-use proposals.

After completing interviews and meeting in closed session, the council announced appointments. The council voted to appoint Seth Bowen and Bridget Hayes to the Eastern Summit County Planning Commission; each term was recorded as expiring Feb. 28, 2028.

Council members said the county relies on volunteer commissioners to manage complex land-use reviews and that recruiting local residents who understand both ranching and development pressures remains a priority.

Appointments will be followed by regular notification from county staff to the appointees, who will be given orientation materials and meeting schedules.
