Brawley council approves midyear budget changes, library engineering contract, event street closures and several procurement items

The Brawley City Council voted on multiple consent and regular-business items at its March 18, 2025 meeting. Major actions included approval of midyear General Fund budget adjustments, authorization of a grant-funded engineering agreement for library HVAC and window replacement, approval of street closures and alcohol sale permissions for two spring events, award of a procurement contract for rock and asphalt products, and authorization of a contract change order for a backflow preventer replacement project.

Budget adjustments: The council approved finance staff’s midyear General Fund report and recommended budget adjustments. Finance Director Sylvia Luna told the council the adjusted revenue forecast rose from about $22.9 million at adoption to about $25.8 million, driven largely by carryover revenue and anticipated Measure J receipts. Luna said the city’s consultants forecast Measure J receipts of roughly $900,000 for the quarter, and staff recommended including that figure in the 2024–25 revenues. The council approved the adjustments by vote.

Library engineering agreement: The council approved a professional engineering services agreement with Nicholas Engineering to design HVAC and window replacement work at the public library. Library Manager Petra Ortega said the project is funded by a California State Library grant awarded in October 2023 and the $33,816 design fee will be covered by the grant with no city match.

Events and permits: The council approved a Main Street closure for the Nuestros Raices car show on May 3, 2025, and separately approved a street closure, alcohol sales and fee waivers for the Imperial Valley Taco Festival on May 2, 2025. Organizers said neither event will sell alcohol on Main Street during overlapping activities and that proceeds from the car show support a local junior athlete.

Procurement and public works items: The council awarded specifications number 2025-02 for purchase of rock, aggregate and asphalt products to Masters Construction and Aggregate Products, Inc., selecting the lowest responsive bidders for specified items in the packet. Staff said the contract quantities support approximately two years of typical city use and estimated an annual not-to-exceed amount in the packet.

Contract change order: The council authorized change order number 1 to the Backflow Preventer Replacement Project (original contract with RADCO). Public Works staff described two unforeseen items: a riser installation at Pat Williams Park and an additional 4-inch backflow preventer at the water treatment plant. Staff presented a change order totaling approximately $20,334.55 and said the amount does not exceed the original project budget. The council approved the change order.
