"This is the next step in the process," planning staff told the commission, noting the RDC already adopted the declaratory resolution.
Staff advised the commission that the resolution includes the statutorily required elements — maps, a base date for the increment (listed as Jan. 1, 2025), and a description of proposed public‑purpose projects that might be funded by increment revenues. Planning staff told commissioners the statutory maximum life of an allocation area under current law is 25 years, and that the declaratory step does not itself authorize borrowing or redevelopment expenditures; those would require future actions and agreements if the council and redevelopment commission proceed.
Commissioners asked questions about the mechanics and likely uses of TIF proceeds, whether the project depended on future road extensions and how the TIF area would affect the town’s budgeting and public‑safety responsibilities. Staff replied that proceeds must be spent to serve and benefit the TIF area, that infrastructure (water, sanitary, roads and intersections) is a typical eligible use, and that decisions about operating budgets for police and fire would remain part of the town’s broader budgeting process.
After brief discussion the commission approved the order; the item will be presented to the Town Council for its consideration and any subsequent required public hearings and confirmatory resolutions by the redevelopment commission.
