City names Dr. Joan Shen as transportation and mobility director; commission moves to ban motorized scooters on sidewalks

Dr. Shen told the commission she is a licensed professional engineer, a traffic‑operations engineer and holds a Ph.D. in civil engineering with a transportation specialization.
Commission discussion shifted to a separate but related safety item: commissioners instructed staff to draft an ordinance banning motorized scooters from sidewalks and to return proposed language for the commission’s review. Commissioner Adams said the city should prioritize pedestrian safety and noted a recent serious bicycle injury; other commissioners supported drafting rules that would bar motorized usage on sidewalks and examine other rider‑safety measures.
Mayor Joy Cooper welcomed Dr. Shen and emphasized the city’s intention to elevate transportation and traffic planning as a priority. Dr. Shen will work with staff on West Hallandale Boulevard corridor proposals and related FDOT items the manager said were pending review.
