On roads, public works said it removed an anticipated agreement payment from the revenue forecast because an MOU with the Navajo Nation has not been signed; staff described repeated outreach and cited a lack of movement since earlier outreach. Planned projects include completion of phase 3 of the Bosque Loop and phase-in work for other road phases; staff requested equipment purchases including rollers and a sweeper and identified three pickups for replacement after high mileage.
Commissioners asked about signage visibility, maintenance-cost reimbursement from the JPA, and timing for the Navajo Nation MOU. Staff said they would continue to try to finalize intergovernmental agreements and would return with updates in the preliminary budget.
