Bill to impose state-agency "shot clocks" for permit reviews advanced to suspense

Assemblymember Schiavo presented AB 301, which would align state agencies with existing local "shot clocks" for post-entitlement building-permit reviews. Schiavo said the bill "establishes clear and consistent timelines ensuring that state agencies adhere to the same permitting deadlines as local jurisdictions," and framed the measure as a continuity of prior legislation (AB 2234 and AB 281) to reduce delays that can increase costs and stall housing projects.
Ally Zaperman of the Housing Action Coalition testified in support, recounting examples from members of agency reviews that took many months (one example: a Department of Toxic Substances Control review that took up to a year) and noting some developers had altered projects to avoid agencies like Caltrans because of perceived delays. Support came from multiple housing and business groups in the room. No primary witnesses in opposition were called in the hearing. The committee placed AB 301 on suspense for consideration later in the hearing; at the suspense hearing the committee substituted motions and recorded a due-pass recommendation on the roll call.
