The Consejo asesor técnico y de cumplimiento approved a design for a new two‑story single‑family residence at 120 Callahan Avenue on March 19, 2025, granting approval with stipulations on multiple design lines and postponing landscape stipulations for later review.
Daniel Cruz, the project designer, told the commission his team revised plans after meetings with the DRHC and neighborhood association to meet minimum set‑back, elevation and façade requirements. "Hicimos buenos cambios de diseño para poder cumplir los requisitos para una nueva construcción en la asociación de colonos histórica," Cruz said, summarizing the changes to massing, porch roof and window proportions.
Staff reported remaining concerns on several stipulations. A voicemail from the Conservation Society opposed the proposed front garage and recommended denial; the commission heard that voicemail into the record. Commissioners discussed window proportions, facade compatibility, the height of the second floor and the proposed front garage feature. The applicant agreed to postpone items 13 and 14, which staff said were tied to the landscaping submission, and to return with additional landscape documentation.
After discussion, a commissioner moved to approve the application with the stipulations addressing items 1–12 as amended and to postpone items 13–14 pending updated landscaping plans. The motion passed on a roll call; Castillo, Ceviño, Velázquez, Galloway, Masuca, Group, Cervantes, Holland and Gibbs voted yes.
Staff reminded the applicant that approval from the commission does not replace required City permits and that a certificate of appropriateness will be sent to the applicant within the standard timeframe.
