Historic panel approves sanitation installation at 3314 N. Sand Mary, authorizes parking modification

The Consejo asesor técnico y de cumplimiento approved a sanitation installation and related site modifications for 3314 North Sand Mary on March 19, 2025, voting unanimously to allow a reduced parking layout so the applicant could meet a required 15-foot buffer.

The decision came after applicant Colin Bass described the property and the project as an effort to reduce an excessive existing parking area and create a functional, attractive lot. "Estamos tratando de construir un estacionamiento que le pueda dar servicio a que se vea la belleza del lote y se tenga buen espacio para que cumplan los... regulaciones," Bass said, explaining the request to remove parking space No. 1 so the rear buffer could provide the required 15 feet.

The commission discussed site geometry and confirmed that, apart from the removed parking stall, the submitted landscape and screening materials meet the local review materials provided to staff. Commissioners had no letters of public comment on the case.

After brief discussion, a commissioner moved to approve the application "como se presentó el día de hoy." The roll call included Castillo, Sabino, Velázquez, Galloway, Masuca, Group, Cervantes, Holland and Gibbs, all voting yes; the motion passed unanimously.

The commission noted that approval of a certificate of appropriateness does not replace required municipal permits, and the applicant must obtain building and other permits before starting work. Certificates approved by the commission will be emailed to applicants within 10 days, staff said.

Votes at the hearing matched the roll-call recorded on the record; the applicant may contact case administrators for questions about the issued certificate.
