Committee reviews bill to authorize constables to perform traffic duties at schools

The Senate Education Committee considered House Bill 22, which would amend Titles 21 and 24 of the Delaware Code to clarify that constables may perform traffic-direction duties while performing their lawful duties of employment, including assistance during school pickup and drop-off times.
Senator Mancevenos was identified in the hearing as the prime Senate sponsor; Senator Nancy Venes (speaker during the hearing) explained the bill’s school-safety rationale using Brandywine Springs School as an example of a campus that could benefit from additional traffic-direction assistance. She said sponsors worked with the State Police, Delaware Department of Education, New Castle County Police and the Red Clay School District, and that the bill was reviewed by the Constable Board of Examiners.
Senator Venes told the committee the bill had passed the House with a 36‑0 vote and five members absent. Committee members asked no substantive questions and no public commenters signed up to speak on the bill during the hearing. The committee did not record a formal vote during this session.
