House transmits bills to Senate; committee reports read and two bills assigned to Finance Committee

The Delaware Senate on March 19, 2025 read communications from the House advising that it had passed multiple House bills and had returned several Senate concurrent resolutions. During the opening proceedings the assistant secretary read the House's message into the record, listing House Bill 9 with House Amendment 1; House Bill 53 with House Amendment 1; House Bill 38 with House Amendment 1; House Bill 4; and House Bill 140, and noting several Senate concurrent resolutions were returned to the Senate.
Committee reports were read into the record by the assistant secretary. The reports summarized committee action on a range of bills, for example: House Bill 10 (proposed amendments to the Delaware Constitution relating to technical corrections) was reported out of the Executive Committee "7 favorable"; Senate Bill 27 (to amend Title 29 relating to the Office of New Americans) was reported out of the Elections and Government Affairs Committee with "3 favorable, 2 on its merits"; and Senate Bill 20 (to amend Title 29 relating to employer contributions to deferred compensation) was reported with "4 on its merits, 1 unfavorable" by the same committee. The assistant secretary read several additional committee reports that listed committee votes and brief bill descriptions as they appeared in committee files.
Later in the session, pursuant to Senate Resolution No. 2, rule 29, Senator Sikola announced the assignment of Senate Bill 20 and Senate Bill 27 to the Finance Committee for further consideration. The senator said: "As per rule 29 of Senate Resolution Number 2, I have assigned Senate Bill Number 20 and Senate Bill Number 27 to the Finance Committee." The transcript does not record a separate roll call on the assignment; the announcement was made from the floor and entered into the record.
The reading of communications and committee reports placed multiple bills on the Senate's notice for future action; where committee reports included vote counts they were read as recorded by the reporting committees. The session then proceeded to nominations and other agenda items.
