Leader Johnson told the committee that candidacy is granted after a lengthy application review and that, although candidacy does not guarantee final accreditation, the remaining due diligence typically confirms the application and leads to full accreditation. He used Williamson College — a small, private institution in Williamson County he said enrolls roughly 80–90 students — as an example of a college that could benefit from the change.
Under the bill (Senate Bill 10 85), once an accrediting commission grants candidacy, the institution would be eligible to participate in the HOPE scholarship program while awaiting the commission’s final vote to confer accreditation. Committee members asked how the temporary participation would affect the lottery fund that finances HOPE; supporters said the institution would likely qualify for the aid eventually and that finance will review fiscal impacts.
The committee voted 8‑0 to send the bill to the finance committee for funding review.
