The Budget and Finance Committee on March 11 directed the city attorney and the Los Angeles Housing Department (with assistance from the Chief Legislative Analyst) to report back to council on the legal and procedural steps needed to reallocate certain United to House LA (ULA) expenditure categories to emergency rental assistance for residents affected by the January wildfires.
Background: Councilmember Bob Blumenfield presented a motion to disencumber and reallocate ULA funds to emergency rental assistance (ERA) for wildfire survivors. After member amendments and floor discussion, the committee amended the request to delete immediate disencumbrance instructions and instead asked for a legal report describing how the council could reallocate funds "to accommodate the changing needs of the United to House LA program." Councilmembers agreed the housing department should be a principal participant in drafting the report while the city attorney would provide the legal analysis.
