Committee extends interim housing, funds deconstruction and approves Homekey conversion contingent on state and county support

The Housing and Homelessness Committee on March 3 approved the 27th report on the COVID-19 Homelessness Roadmap, authorizing extensions and funding for interim housing sites, tiny-home leasing, deconstruction costs at one site, repair funding for a Project Homekey site, and related program actions.
CAO staff described the package as funding to keep select interim sites functioning through fiscal year 2024–25 and to address deconstruction and repair costs where interim or Homekey properties must be returned or converted. The report includes authority for LAHSA to enter or amend sole-source contracts to provide services at some sites and requests LAHD authority to amend or convert a Project Homekey site in Council District 14 to permanent supportive housing, contingent on receiving full capital financing from the State Department of Housing and Community Development's Homekey Plus program and a county DHS operating subsidy commitment.
Committee members raised questions about the Roadmap's June 30, 2025 expiration and the operational and fiscal implications of demobilizing interim housing. CAO staff said demobilization and site deconstruction require planning and can be costly; they cited estimates and noted demobilization can take multiple weeks and cost sizable amounts. Blumenfield introduced an amendment to transfer $100,000 from the General City Purposes Fund to LAHD to support a pilot program in Council District 3 (program coordination, technical assistance and participant supports). The committee approved the CAO recommendations as amended.
Committee members also discussed concerns that LAHSA's current bed-fill process had limited council offices' ability to place people into interim beds during encampment resolutions. CAO and other staff said the bed-assignment process has changed and suggested further conversations with LAHSA to clarify lease-up and referral procedures; staff also noted data and inventory systems are being developed to provide clearer, more timely utilization reports.
The committee approved the Roadmap funding recommendations and amendments; members asked for additional data and cost estimates related to demobilization and interim-site operations as the City considers budget and alliance-settlement obligations.
