City accepts state Encampment Resolution Fund awards, updates CD4 placement figures

CAO staff member Bin Buchanan summarized the report and the proposed contract authorities: the CAO would act as contract administrator for some district grants while the Mayor's Office of Housing and Homelessness Solutions would administer the mayoral ERF award. The report noted previously awarded ERF-funded placements and described the newest CD4 award as expected to serve an additional 90 people, with roughly 60 expected to be housed using time-limited subsidies.
Committee member Blumenfield moved an amendment to correct project descriptions and numbers for Council District 4 in the report tables and narrative; the amendment adjusted earlier language and clarified that CD4 had permanently housed 24 individuals with the first ERF grant, with 40 additional placements made using congressional and other leveraged funds, and that the newest award was expected to serve an additional 90 people. The committee approved the CAO recommendations with the amendment; the roll call recorded three ayes and two absences.
The CAO noted the mayor's ERF award includes multiple service components and that funding will be applied to specific service areas, including a corridor affected by recent fires. The report also requested authority to execute contracts for previously awarded ERF projects in CDs 11 and 7 and to designate service providers for those projects.
